I have a 95J D5 with Hyster D6-D winch that has 2 hydraulic control levers. I have moved them in every position and cant get the winch to move. Any ideas?

Cats eat don’t over look the simple stuff, on the start. I’ve seen many butcher jobs on a machine, the find that the problem wasn’t actually a problem in the start. And it happens on new and old equipment. So step back and look and think

First idea would be to look through the operator's handbook and the maintenance manual, and verify that everything that those talk about regarding the winch are fit and proper. Then start on easy stuff like checking that filters and strainers aren't blocked etc.

Might be off base here by miles -- did it work previously or is it new to you? Without knowing, just a guess in the dark, what does the hydraulic operate on the winch, a clutch or is it driven hydraulically? AS Neil suggested, make sure you have flow through the lines, by-pass (relief valve not stuck open).
