By the serial number your tractor has a dry clutch. It will also have a single piece top cover over the transmission and clutch, but there is a recognized procedure to cut it so just the front section can be removed by itself. Yours might have been cut already, making it a lot easier to access the clutch from the top. There is a bottom access cover used to adjust the clutch and you might be able to see what is moving or not in the mechanism as well as spraying stuff with penetrating oil, prying with a bar etc.
Not sure what will be frozen up, but I would bet something on the clutch linkage is! It’s also possible the clutch plate is stuck to the flywheel. But maybe you can get the linkage to throw out bearing and pressure plate free with some penetrating oil etc
I think the throw out bearing has an oil cup by the base of the steering clutch levers to drip into a tray inside keeping it all lubed up, so you may want to pull the wick if it has one and apply penetrating oil straight down the tube to get it right into the bearing.

I changed the cover to a two piece, I am going to remove the front cover to check to see if the brake is frozen or the through bearing is stuck,It maybe rusted.I am going to working on it today.
