D46U Stuck steering clutches

Hello All... I posted a short time ago on stuck steering clutches on my Diesel Thirty-Five...I appreciated all of the tricks....BUT...closer inspection reveals that the clutches are stuck in the open
position....meaning it freewheels with no drive..levers come all the way back...Im wondering if they were pulled back on purpose while it was sitting don't know that... but now what? help !!!

So, now explain in detail assumptions and observations that led up to the problem generated by these 2 posts.
Like how did it get on a trailer at Auction? Towed or Driven?
How did it get unloaded?
These 2 questions tell everyone the engine and transmission work.
When did you first figure out that they are dis-engaged verses engaged?
Why in the beginning did you say they were siezed verses not?

Thinking this over even more, open the inspection cover and check the linkages for over adjustment.
If those machines were moved around in the buildings fairly regularly, they may have over adjusted the clutches to hold them open to make manouvers easier.
BUT!
If this is the true cause, then a whole bunch of other purchasers should be posting the same problem.

Hi.. here's the story on the stuck clutches..Logue's son came out and told us about it just before we tried to start it.. they had it running in the shed but realize it wouldn't move. so it was pulled out.. so we pushed it on the trailer. and I pulled it off with the little ten WITH a long chain.. The son didn't have any info about it. he said that
these tractors had really not being started and moved around since 2006...I haven't any time yet to dig into it..
I have a parts book that came with it but no service manual..looking to get one..Thank-you for everyone's help.
