i have a problem when under full throttle water comes out of the cap is it normal it has a new core ,cap and neck or am i over filling it any help would be great

Check with the cap off if you have air bubbles in the coolant . If so , probably a precombustion chamber with a rust hole in it letting compression into the water jacket . Pre coms screw out on the head to replace , so no need to remove head .

you never mentioned what year D4.

if it is an old girl, if you overfill the radiator it will of course expand when the engine heats up and spew a little out the overflow pipe.
start the main engine, turn off the pony (if it has one) and look for bubbles coming up through the radiator.

My D2 spewed all the time time till I flushed it a couple of times. It seems the old guy I bought it from was proud of the fact that he ran water in it as designed, not realizing that everytime he drained it. The engine was slowly filling with rust which caused hot spots in the cylinders.
Check for bubbles but also think about flushing it good. There are lots of threads on the subject of what to flush with and how to do it.
