If a D4 quits pulling when one of the steering levers is pulled would that mean the steering clutches are shot on one side? How much are clutch discs?

Okay, Got the chance to look again at this tractor. Took off the covers and found that the brake band and all other surfaces have oil all over them.
My guess is there is a seal leaking. My question is can the clutch disks and brake band be cleaned with something while changing the seal and used again or are they scrap because they are oil impregnated?

you can réused these disc after cleaning with gas or varsol.
