7j1990w This tractor was parked in the barn for about 15 years by prev.owner when he gave up on this fuel problem. He replaced the filters and bled the unit. When i got it home i took off the cover, found the rack to be stuck.after some cleaning i started the tractor, bled the system but the rack sticks persistenty.Sometimes this unit wil idle for five minutes perfectly but as soon as you touch the throttle or load the engine rpms drop.I removed the transfer pump inlet-block and found the plunger stuck hard into the pump, spring rusted in two.Replaced bi-pass parts but pressure stil on low side. Also #4 pump lifter sticks ,you can hear cyl. drop in and out.I am not a deisel mechanic.

Try to get some diesel fuel conditioner/cleaner into your system, maybe a 50-50 mix thru the transfer pump. I have been using an Agco product with good luck, comes in quart cans. I had a set of pumps from a 13000, all stuck. pulled them off and soaked them in pure conditioner and they worked like new.

Hi Indian4cyl,
as your pump is intermittently sticking dick has a good sugestion with the fuel conditioner.
If this doesnot help then you could have a broken lifter spring.
If you can remove the side cover from the injection pump you should be able to gently lift the offending lifter with a screw driver or similar lever and test the spring tension as compared to any other lifter.
if it feels the same you may need to remove the pump unit from the main body and try and free up the plunger in its pump barrel--if this is found to be the problem.
Be sure to re-time the line on the segment gear, on the plunger, to the line on the rack bar when re-installing the plunger and pump unit. You will most times need to install the plunger in the lifter yoke before you can then fit the pump unit--depends on the angle that the lifter yoke needed to be adjusted to, to obtain the lifter setting.
Hope this helps.
Cheers,
Eddie B.

I would be inclined to get that #4 pump fixed, if you do manage to get the rack open, it could jam the other way and the governor won't pull it back!!

"I also joined a year ago. had been on here a couple of times as a non-member and found the info very helpful so I got a one year subscription (not very expensive at all) to try it out. I really like all the resources on here so I just got a three year. I think its a very small price for what you can get out of this site."
