That Mag MIGHT work once with the tooth missing but I would chance it!
Is this an early J style or later U style? Makes a slight difference in Pony removal.
This magneto look like a WICO and with missing teeth on the gear you should check the flywell she must be shaking and by a bad front crankshaft bearing and check if the flywell is going up and dan and yes you better pulling the starting engine before more trouble.
You may be able to snag the broken-off tooth out of the gear chamber with a magnet, but if you can't, you'll need to pull the pinion assembly so you can fish it out. Don't be tempted to leave it in there

shaft breakage was an initial problem and when that was addressed then tooth breakage become the result with loose flywheel--as Hector said-- and/or excessively worn pony main bearings, also excessive crankshaft end float could be an influence as well.
