the spools are usually centred with a spring, i have seen the retaining screw for the spring come loose and then the valve is not perfectly centred any more.
also check all your linkages for binding, sloppy connections, other forces impacting the linkage. the centreing spring on the spool is not very strong and cannot overcome a binding linkage.
Is this a #44 Unit. There are a couple of check adjustments. If not that may be a weak spring problem.

I looked closer at my hydraulic power unit last night. it appears to me a #41 . I assume the valves is similar to the #44. I was hoping to not have to take the front of the tank apart to make this valve adjustment but it looks like I will have to. Thank you.

#41 valves are completely different. Still may be a weak spring. Spool position is controlled by spacers but there is no adjustment feature.
OM, did the 44 supersede the 41 or vice versa (or were they complimentary)?
Cat came out with hydraulic controls in 1947 with various models running concurrently as far a I know.
