Without a Cat label, it is a Russell grader. Looks like a standard #2 or #3. Mid twenties is my guess. If it is a Russell / Caterpillar transition unit it looks like a Cat 15 or 20 from 1927 onward.

Stephen is right it is a caterpillar model twenty, i can not make out the complete serial number so a year of mfg can not be given.
