HI! It looks like a mixture of parts from a Best and a Cat. The top seat stuff is all Cat after serial number S5409 or PS300. The radiator is Cat. I see a couple of Best engine side plates and a Best Sprocket. It would be an interesting tractor to get a closer look at.

I only took four photos of it. Used to be able to walk up to it, but as you can see, it's now fenced off. Been there for (20+ ?) years.
Willow Creek CA is about an hour east of Eureka on the coast and about two hours west of Redding. It's a very interesting little mountain town on the Trinity River. It has a rich history of logging, mining and the legend of Bigfoot. The famous 1967 Patterson/Gimlin bigfoot film was taken about 56 miles north, in the Six Rivers Nation Forest. Highly recommend visit Willow Creek. The mountains there are beautiful and the roads are crazy...often narrow, sharp curves and drop offs, with no guard rails, that go down hundreds and hundreds of feet. The views are spectacular though. Deer often walk through town and on occasion, a bear. Its also not unusual to see or hear cougars. Certainly plenty of tracks. Beautiful place.
