as you are now seemingly getting a fair spark with fast rotation a silly question comes to mind---is the impulse coupling working so as to delay rotation of the magneto and then suddenly release and spin the mag. armature at high speed to give the needed spark intensity for a start.
I am not really familiar with these but I recall seeing Williamson's rotate a small lever on the impulse housing at the front of their magneto to engage the impulse action--your unit maybe different with an open impulse--it needs to be set to the engaged position so the impulse action can take place for easy starting--maybe the impulse is not operative as designed due to any of the following out of my head:- broken windup spring, worn catch pawls/plate, gummed up/rusted impulse components not able to turn to enable impulse action to take place--you should be able to hear a distinct snap when the pawls let go as you rotate the engine.
Starting Instruction says to retard the spark which is around the maximum spark generation point if the edge gap and points are set correctly. At a guess the impulse should trip at around
