I been wondering too, hate breaking brushes! urs is alot worst than mine.
I've never tried this, but I would make an arbor and grind on the surface grinder in a spin jig.
I have cleaned up Eisemann G and GV rotors on my lathe. I have used very light cuts, and have not been able to take very much off as the metal is not overly thick. Also with the Bakelite being softer than the brass or what ever Bosch used the metal will be a little proud of the bakelite. I have taken care of this with a light sanding with a fine sandpaper on a flat surface. With all of that being said your rotor looks sad.

It is fortunate that Cat parts are readily available, in cases where they are not, a rotor like this could be duplicated from Delrin (Acetal). It may not be cheap but it can be done and should last a lifetime.
