That is not normal for the steering clutch lever/linkage to hang up over center. Most likely you have some binding or sticking of the linkage, bad booster spring or dry/frozen pivot bearings.

To check the steering clutch wear you will need to pull the cross shaft assembly to remove the brake drums then measure the clutch pack thickness. New is 3-7/16 in. worn out is 3-3/32 in.
Other items to check are the condition and slop in the clutch release bearings, whether there is any lateral movement in the bevel gear carrier bearings (should be none), any pinion movement and the correct backlash between pinion and bevel gear and anything else I forgot.....
Your brake linings started out at 1/4 in. thickness so check them to.
Oh, unbolting the brake drums from the final drive pinion flanges requires rotating the track to gain access. Lots of fun but now is the time to do it unless you want to be in there again sooner than you'd like.
OM really knows what he is talking about. When I bought mine the left flange to the final pinion was spunout in the center. It is a job but not to bad if you have a hoist to lift the cover and clutch assembly.If you do a search on 955h there is a thread about this subject. Alot of useful tips.It helped me tremindously. It was my first time in a machine like this.
