Check that everything moves OK, put it backon the machine then check the 'overfueling' spring in the centre of thegovernor on the back, if it is broken, it won'tovercome the governor weights and flip the 'rack' open.

The 86J models have a speed limiting plunger (item 1😎 that limits the rack. Depends on making engine oil pressure before the rack will travel. Check to see if the plunger is stuck and/or operating.
Old Magnet many thanks for the diagram. This pump is not the same I think it is a compact scrolling pump ? 1978 European 951B . If you have a drawing for this one it sure would be useful . I´m a bit in the dark here!!! Cheers
It looks like a sleeve metering pump from your pic, which would make it a 951C. A serial number would help here.
You have a sleeve metering pump. That is probably a 48V series 3304 engine used in the 69Hxxxx serial number 951C model tractors, built in France. Need the engine arrangement number and engine serial number to properly identify the injection pump/governor combination.
My 3304 48V engine parts book only covers to 69H3702 and then refers you to the specific serial number vehicle manual so I may or may not have the info. As near as I can tell there is no speed limiter like the 86J units.
Were you able to pump fuel and fill/vent the injection pump housing when you tried to start unit?

Filled and vented the system no prob. Looks like catsilver is on to the prob! The rail with the 4 sleeves doesnt move! I'll post a foto shortly. Many thanks

The 951B was fitted with the 330C engine and scroll style injector pump, so a serial No would be a great benifit, or a photo of both sides of the machine with or without the engine in, I could tell you if its a B series or C series, the B's ended in 1972 so if you shovel is 1978 its clearly a C series,there is plenty of simple detail changes that can pin point the build year plus the Numeral code, the loader frame will have a date stamp on the side up near the top pin location on the near side, your serial No will start with 69H???? so rocket john post up a few pic's of the beast.
