I'm looking for the cylinder heads for a Caterpillar D7D.  Serial Number 75E1017, the casting number on the head is 3h-1994-EX.  Its a military machine.  4 cylinder, 831 cubic feet.

You might try www.ccsurplus.com/default.htm They buy a lot of ex military D7s, may have some spares. Otherwise machinerytrader.com is a handy resource if you’ve the part numbers.

A D7D is a 17Axxxx tractor.
That doesn't seem right for a casting number. I would expect  a 1M2960 or 4H7104. for the D7E.

This is why we use serial numbers a 75E military tractor is a D7E 48A tractor.
75E1017 is same as a 48A6683 up.

What is the matter with those heads?
You need to save the water ferrules as they are not in a gasket set.
