Yes, when they are tuned up they work well. Just called a Manifold Heater.

Where can you buy the heater? My neighor was telling me that the Oliver tractors of the 1970s used a air intake heater,would this work on a d47j.

there is a version available today called a Thermostart. Used on Ford, Perkins, Yanmar and other diesels. A search on "thermostart" will get some hits to show about these. They would only be useful on tractors with a battery as opposed to the CAT design using the magneto to ignite the fuel.
Cat had both battery and magneto fired heaters. Check my earlier post on instructions.

Here's the pictures. Keep in mind that these diagrms are for a D4 with the D4400
engine and this set up runs off the pony motor magneto.
