Yes, there is a fill check plug...on the early ones it is a small pipe plug a little ways up on the RH side right next to a four bolt cover plate. Later ones have a more conventional fill neck on the other side.
Post the serial number of your unit and I should have the clutch & brake adjustment procedure.
Not all that familiar with the LeTourneau cabling but the Cat arrangement is LH cable going to the Apron and the RH cable to the bowl.
When operating the scraper, after unloading, operate with the bowl and the apron partially lowered. Turning the tractor and scraper with the bowl raised to the extreme limit and the apron and ejector to the extreme unloading position may cause cable breakage because there is no provision for extra cable movement.
5250JB - The LS Carryall, bowl lift and lower cable, goes to the RH drum, and the apron/tailgate cable goes to the LH drum.
In operation, raise the apron a little (about 12" to 18", depending on soil type), then lower the cutting edge, around 6" to 9" into the dirt, to fill the bowl.
Once the dirt is flowing into the bowl, you release the pressure on the apron/tailgate cable until it has some slack, and the apron is resting on the dirt flowing in.
When the bowl is full, you fully release the apron/tailgate cable, and lift the cutting edge clear of the ground, and allow the apron to close by itself on the dirt in the bowl.
Ensure you travel with the bowl close to the ground when loaded .. particularly on sideslopes .. these things weren't called LeTurnovers for nothing .. 😞
The pushbeam stops MUST have a minimum of 6" clearance between them, when travelling, to prevent cable breakage. As the tractor and Carryall change positions over windrows, or on turns, the cable tightens, and if this 6" clearance isn't maintained, you will snap a cable immediately .. and changing broken cables on a LeTourneau ain't fun. Far better to be able to change cables by just welding the ends together and pulling the new one through the pulley blocks.
After emptying the bowl, return the tailgate to its rearmost position and lower the apron almost to, or right on the cutting edge, to keep the C of G low. Always travel with the bowl low.
I have a copy of the wartime LS Carryall maintenance/operation/parts book. If you need a copy, PM me. The LeTourneau manuals are a very comprehensive source of operation guidance, earthmoving tips and useful info.
