Coming from the Salinas Valley area it was probably used to push produce boxes (lettuce, celery, etc) up against a backing board for loading in rail cars, trucks or similar.
Also used to push field carts through the mud while doing the above harvesting.
I saw a photo of one used to push rail cars on a spur line into a factory building.
How so you start the 15? Do you have the rear crank setup?

That is how it was used in the Rio Grande Valley of South Texas in the vegetable fields.
This Push Plate was on a CAT 10 that was used on the docks of the Illinois River in Peoria. It starts from the front as it had a winch on the back. Bill
