Hi, Grantj.
Try making the 'foxing wedge' that I mentioned in my last post. Make sure the material you use to make it is thick enough to actually open the clamp but with a sufficiently long taper that it won't pop out. Old car or light pickup leaf springs are great for this. Such wedges are also handy for quite a few other things and last a lifetime - or more.

I have a drawer full of chisels and wedges and sometimes use them for spreading some stuck thing. Every thing that I work on is old and has issues, but the first year 22 is my oldest equipment. I have been soaking the clamp every day and will remove the bolt and hopefully relieve the pressure with a wedge. Add some heat and maybe it will work.

The clamp bolt is not usually the problem. There’s a bushing inside the spring that the bolt goes through it rusts and freezes to the long bolt in front. You might try backing off the adjustment nut too take tension off the spring Skinner

I am going to use a lot of heat (except on the springs) and brute force. Something will give. I have a few days of other projects before I can get back to the Cat . I will post results.
