Cat D7 E track adjustor rebuilt but track continues to loosen

I am looking for someone to give me suggestions on where to look for the problem. The bullet was rebuilt using genuine Cat parts by retired Cat tech; so I am confident that the seals were installed correctly. I hate to redo anything especially removing the adjustor. The adjustor was also replaced with new parts(grease fitting). Cylinder in the spring was cleaned and seemed okay.
Thank you for any help John

That cylinder inside is most likely rusted and will tear out the new seals.

I agree with Rome K/G, I think that is the is the most likely culprit. Sorry, it's probably time for a do-over.
