Reading between the lines I think most had it figured that you were dealing with a steering clutch issue.
I have seen them so rusted that the only thing to do was throw the whole assembly in the proverbial scrap pile.
D2's seem to have an issue with moisture and steering clutch probems and they are worn the drum and the clutch plates are often beyond salvage.

OSO - Now we can help you. There will be a few questions, like, do the steering clutch levers move, how far? Do they feel loose? Tight? Are you able to run the machine? If so does it turn one way and not the other?
Pictures also help calm the crowd, throw some our way, we always like looking at Cats.

I have seen a lot of posts on here, my D2 5j has set for 6 years and I now have that problem. Most suggest to make sure the compartment plug is in the bottom then fill with kerosene or diesel fuel, let it set for a while. Get the tractor positioned with the blade against a big tree, first gear, release, (pull back), the steering levers, (or the one stuck), all the way and push against the tree, may take a few tries but they usually break free, I'll see.

I also tie the blade to the tree ---that way you can reverse the torque on the clutch plates and seems to help out better
