I have the engine running fine. I have 1 turn on the main and 1/2 turn on the idle but I can't get it to low idle. I want to try to get it down to the 700-800 RPM so I can get the pinion in. It seems to racing right now.

Can the low idle speed be adjusted with the screw on the carb throttle shaft assembly?

That IS how you adjust the low idle speed on the pony motor. Of course the mixture has something to do with speed as well.

On the opposed cylinder ponies like your tractor, the throttle control simply pulls the governor arm and throttle lever to a slower speed when pulled out. When pushed in, the governor has room to maintain the governed rpm.
