Changing fuel filters on this beast how do you get fuel to come up in the filter housing

Hi, tmoline.
Given the position of the fuel filters - see photos - I would expect the fuel to flow to them if you have around 1/2 a tank or more. If the fuel level is above the filters, you might need to start looking for restrictions in the fuel line from the tank.
PS - Do you like the 'toenails' on the one in the top photo?

Thanks I pressureized the tank and cant get fuel to the filters blew line out fuel is running free there is like a bleeder valve but not sure what it does

Hi, tmoline.
Open that bleeder valve. IF the fuel system is complete as it left the factory, there should be a priming pump somewhere near the filters. If you can find that, operate it to get fuel through the filtters. If you can't find it, lightly pressurize your fuel tank again and that should send fuel through the filters. Once you have clean fuel, no bubbles coming out of that bleeder, close it and start looking at the injector pump and injectors. I have never worked on a D9D or E series so I do not know what the bleeding system is for the injector pump.

Does it have a starting engine or is it direct electric? If it's not direct electric, it won't have a priming pump, just turn the engine over and open the bleeder valve, when clear fuel appears, close valve then open the bleeders on the injection pumps.

been converted to direct start there is a bleeder valve but it does not vent has a line that goes to the supply side of the pump and then goes into injection pump I have never seen a set up like this no primer pump

The way it works on the 19A ...
Fuel from the tank is delivered to the transfer pump.
Fuel under pressure passes through the fluid filter going to the torque converter.
When fuel pressure to the charging system has been reached the charging valve opens and permits passage of fuel to the fuel filter housing.
The one bleed valve then can bleed the entire system
Edit:
Charging pressure is 32-38 psi so it's going to take a good transfer pump and serious cranking before getting fuel to the fuel filter housing.
