Yes it has power in power out & will free wheel. You can't be moving when the winch is ingaged. Disengage the main clutch the main trans has to be in netural. Leave the main trans in netural The lever for the winch is next to the seat between your feet. Push it down & disengage it from its netural position. Push it left or it can be pushed to the right depending which way the winch cable is wound then you can slowly engage the main clutch to see which way it travels.

I might add that the winch can jump in gear when the cat is moving. This can happen when the spring becomes weak & will not keep it locked in the netural notch when you hit a bump. I fixed mine with a lock so it can't engage while I am moving. I also keep about 65ft of line so if does engage when I an moving the bull hook will not catch & break the housing which can happen with a full spool. I let the bull hook hang free over the spool. If I need more line I have extra rolls of cable that I can hook togeather.
