There is no description or info with the picture but it looks like more tires can be added on if needed. Not sure if it’s steerable or the rod is to keep it aligned?

Is that a 17A?

Hi, Oil Sick.
The dozer is a German-built Kaelble 660 - which makes me suspect that the trailer is a European build too.
