Need help D4 7U13292 hydraulics

I had a hydraulic cylinder rebuilt on D4 7U.
Cat has not ran in a couple years.
I cannot get the blade to lift up now, after I replaced cylinder.
Hydraulic fluid is full.
Any help will be appreciated!

Ron, can you hear any hydraulic noise when pump is running and a direction valve moved.

Did this work albeit poorly before you worked on the cyls?

I guess that is part of my question. Where do I start first and how do I check it?

It is not making any noise when I move the lever. When it was cold in 20’s very slow at first until warm.

Check you pump for pressure and oil flow first and work your way back.

What weight oil are you using? If it's to thick nothing will happen when cold.

you may have a broken pump shaft, that happened on my D2 5U.

Try checking the hoses. Make sure they are hooked up right.

Here is a picture of the fluid I use.
Temperature outside is around 50 degrees.
Could I crack a hydraulic line and see if I can get air out of it?
