Hi, Catboy.
That is an Italian-built Fiat crawler, at a guess of late 1940s-early 1950s vintage. Several European manufacturers from that era used steering wheels instead of levers to control the steering clutches. Hanomag was one and I think Kaelble was another, both from Germany and ARA from France. U.S. manufacturer, Monarch, later Allis Chalmers, also used a steering wheel on some its early models.
If I remember 'kee-wreckedly', there were also a couple of crawler conversions of wheel tractors that retained the steering wheel. The early Trackson conversions of both Fordson and Case retained the steering wheel to operate the steering clutches or brakes as did the Johnson Track-Pull conversion and the Hadfield-Penfield 1/2-track conversion.

Fiat Crawlers of that era ,I think models 52 and 55 had wheels instead of levers , Still has brake pedals for the steering Brakes

Hi, Catboy.
Don't let it bother you too much. I know of one guy up in Finland who has - or had - a D6C powershift hydraulic dozer with a cab fitted, the fuel tank moved over to the right fender and with PEDAL steering like the Cat track loaders. I reckon that'd get your attention for at least the first few minutes after you began to operate it for the first time.

Yer welkum, Sir The knowledge doesn't belong to me. It belongs to the universe and I am simply a (temporary) custodian and distributor of it.
Try to get yourself to Santa Margarita on Memorial Day weekend next year and go for a drive or at least a ride on Don Hunter's #111 steam crawler. It has both levers and a steering wheel. It also has lever-controlled, GEAR-driven power steering for the steering wheel, along with the levers for the frictions on each track. It can be quite a handful until you get used to it.

Back home in the shed. The mud and slush we're a bit of a challenge getting loaded at each end.
Great weather on Friday and Saturday though.
