It ackshully looks to me like a cross between an elevating grader and a Holland loader style of machine.

The first 2 are of a Cat Elevating Grader, a number 48, I think, and the last pair are of a Holland loader.

Boys that a Euclid BV Belt loader. Looks like one of the smaller ones, they made four (4) different sizes, back in the day.
They have removed the tracks and installed a set of wheels for moving.
Looks, like they are lifting the power lines over the conveyor.
