I recently used Shirwin Williams Kem Kromik red oxide primer, and had a gallon mixed of Kem 4000. Kem 4000 mixed with hardener from O'rielly auto because I could buy less that a quart. I am satisfied but admittedly have only sprayed the boom on a pull grader. Shirwin Williams said the color standard was for semi gloss, the Kem 4000 is a gloss base, but I figured it will loose some gloss sitting outside anyway. Check your Shirwin dealer, Kem Kromik is not that expensive. Oh, they had a Fed standard color chart at the industrial store
Yes, this has been coming on for some time in Ca. I don't have an answer other than boot leg the stuff from out of state. Primer should not be a problem, try a selection from McMaster-Carr they are in state. Epoxies and Polyurethane's are still available but will require mixing to get the Cat yellow. Seems we soon will be limited to water base and whitewash!!!!

I painted my fifteen tailseat after April 2013 wasn't a problem. Go to a local automotive paint store that has DuPont products they'll have a line called nason, It's a slightly cheaper line of very good paint.I had the ACMOC paint chip matched no problem. It's a single stage paint meaning there is no clear coat to put on but it does require catalyst or "hardener". Spray it over a good sealer primer 20 minutes after priming.I like to use a white or light gray primer. But all paint is getting very expensive in california . I used Valspar tractor paint on my D2. It's solvent based and very reasonable. It also has an optional catalyst and I wouldn't paint without it. It makes the paint, harder, dries faster, and flows out to a smoother, glossier finish. It cost about 35$ per gallon plus 8$ for the hardener. I don't know if they can custom mix, but I think they have a grey. Their line offers colors for the major industrial and farm brands.

I'll have to investigate the Nason paint line. I looked on line, found the local DuPont dealer but when I drove there, I could not find them. I'll do some more looking. I had a discussion with Sherwin-Williams on the Kem 4000 and got "blank stares".
